Do you mean this?

Build 6.0.9.439 (April 2, 2013)
> added possibility to install Chrome extension for other Chrome users (by dropping the spautofill.crx to Chrome Extensions page)

Simply drag the CRX file with your mouse over the Chrome Extensions page... a small "Drop to install" area will appear on the page --> drop the CRX file on it and Chrome will install the extension.
It's a standard way to install extensions in Chrome.

I've successfully install spautofill.crx to Chrome Extensions page but still cannot use it on my second Chrome profile. Sticky Password icon is grayed out and clicking on that icon does nothing at all. See attachment.

I'm using latest Chrome (32.0.1700.107) and Sticky Password (7.0.4.40)

Open "chrome://plugins" and set the "Always allowed" option for the Sticky Password autofill plugin.
(that's the "workaround for Chrome 32 compatibility" mentioned in 7.0.4.40 release notes)

Have you try to click Sticky Password icon (to insert password on any website) with multiple users open at the same time? It does not work at all.
